The Oil Industry in Uganda; A Blessing in Disguise or an all Too Familiar Curse? : The 2012 Claude Ake Memorial Lecture

As Uganda comes closer to full scale commercial production of its recently discovered oil resources, the state has much work to protect its economy from possible negative effects. Although much of the literature regarding oil globally, as well as in Uganda, paints a rather pessimistic picture, Dr. Pamela Mbabazi provides a set of alternatives, looking at oil as an opportunity rather than a curse. While oil is still in its infancy, many in Uganda have already predicted how it will play out over the next 50 years. While some are quick to point out the flaws and potential problem areas, Dr. Mbabazi suggests a more balanced approach, recognizing both the issue areas as well as the opportunities presented. Uganda has just celebrated its 50th anniversary as an independent nation. What is certain is that over the next five decades, oil will play a significant role in Uganda´s development. Thus, she argues that by heeding the suggestions made in this contribution, the government and key decision makers can help set Uganda on the right path to becoming Africa’s first oil success story. Dr. Pamela Mbabazi held the Claude Ake Memorial Chair in 2012-2013, working with the Department of Peace and Conflict Research, Uppsala University and the Nordic Africa Institute. She is Associate Professor of Development Studies, Mbarara University of Science & Technology, Uganda.

Ebola exhausts health systems : more resources are needed

Epidemics and institutional responses to them reveal the strengths and weaknesses of health systems. They also often engender and reflect existing political, economic and social tensions whenever and wherever they occur. This policy note outlines some of acute and chronic political and social conditions that have facilitated transmission and continue to pose a challenge for community and government responses to Ebola. It also highlights the significance of building health systems to avert and address future health crises.

Une des hypothèses qui sous-tend les discussions et une des recommandations centrales du Rapport de la « Extractive Industries Review » publié en 2003 par le Groupe de la Banque mondiale est celle selon laquelle la gouvernance d'un pays est un des facteurs déterminants de la contribution des industries extractives au développement. Cette étude comparative de la réforme des codes miniers en Afrique démontre que bien que la qualité de la gouvernance nationale soit certes un ingrédient clé, elle n'est pas une condition suffisante si elle n'est pas accompagnée de cadres réglementaires légaux et fiscaux appropriés pour atteindre des objectifs de développement et mis en application dans un contexte de bonnes politiques et de règles équitables au niveau international. À partir de l'analyse de cinq études de cas, (le Ghana, la Guinée, le Mali, Madagascar et la Tanzanie), le volume suggère que les réformes introduites au cours des vingt dernières années, en large mesure sur recommandation des institutions multilatérales de financement, ont impliqué une redéfinition si profonde du rôle de l'État qu'elle est sans précédent historique. L'étude comparative de trois générations de codes miniers africains mène à la conclusion que ces réformes ont pour effet d'abaisser les normes dans des domaines critiques pour le développement économique et social et pour la protection de l'environnement et ce, dans un nombre croissant de situations. La question qui se pose à partir de cette étude est de savoir si un pays qui libéralise et déréglemente afin d'être compétitif dans le contexte des nouvelles normes et incitations à  l'investissement et qui respecte ses obligations auprès de l'OMC, peutêtre en mesure de faire respecter ses normes environnementales et de poursuivre ses objectifs de développement comme par exemple d'établir des liens en amont et en aval de l'extraction des ressources naturelles afin de favoriser la valeur ajoutée grâce à la transformation locale, ou d'introduire des restrictions à l'import ou l'export si nécessaire afin d'encourager un contenu en intrants locaux et des industries productives locales. La réponse paraît moins que certaine.

Just like couscous : Gender, agency and the politics of female circumcision in Cairo

This dissertation explores how female gender identity is continually created and re-created in Egypt through a number of daily practices, of which female circumcision is central. In order to do so, the study inquires into the lived experiences and social meanings of female circumcision and femininity as narrated by women from lower class neighbourhoods in Cairo. The study seeks to understand how the experiences of femininity and female circumcision are shaped and challenged by the social and political changes that impinge on these women’s lives. Female circumcision has become a global political minefield with ‘Western’ interventions affecting Egyptian politics and social development, not least in the area of democracy and human rights. The global human rights discourse brings about change by portraying female circumcision as mutilation. These discourses and other political and social changes both in Egypt and elsewhere, such as modernization, the aftermath of 9/11 and regional instability have together begun to dis-embed female circumcision from its socio-cultural context. This thesis focuses upon the way in which these women understand and respond to these complex changes and it looks particularly at how different actors, in their construction of female identity, contest, resist, subvert or embrace female circumcision. The study explores how the subject is made through the interplay of global hegemonic structures of power and the most intimate sphere, which has been exposed in the international arena. The need to understand agency as the capacity to act according to the exigencies of the specific sociocultural forms the main premise of this dissertation; the Egyptian context comprises the complex interaction between the local and a variety of wider global forces.
