Building a Police Force "for the good" in DR Congo : Questions that still haunt reformers and reform beneficiaries

The police in DRC are indeed a permanent domestic risk. The lack of policy, service or management regime for the acquisition of equipment explains the deficient, dilapidated, obsolete and very often inappropriate equipment. Moreover, police units have very weak operational capacity and police officers lack self-confidence and pride in their profession. These shabbily dressed men and women in faded uniforms daily develop an indifferent attitude towards their profession and work in general. Inefficient and ineffective, the Congolese policeforce is wholly demoralised and unprofessional. This has negatively affected the relationship between police and population. It has led to the withdrawal of people’s cooperation, a must for successful police work and for meeting people’s expectations.

The photo exhibition "Africa/has/the/floor"

A photo exhibition The photo exhibition "Africa/has/the/floor" includes photographs of 20 of the African writers who visited the Göteborg Book Fair 2010. They write prose, poetry, drama and literature for children and the youth. They write in many different languages. These many facets of African literature are represented in this exhibition, which includes photographs representing the new generation of African writers as well as their established peers. The Swedish-Mozambican photographer Sérgio Santimano has taken the photographs and Anita Theorell has written the writers’ presentations. The photo exhibition is available to download for anybody, free of charge and is protected by a Creative Commons license. The photographs may be used for non-commercial purposes, provided that you state the source and the name of the photographer. It offers an excellent opportunity for, in particular, libraries who wish to showcase African literature to their visitors. All photographs are accompanied with a bibliographical note. Apart from the 20 writers represented, the exhibition includes an introduction and three pictures with quotes from the writers’ books. Depending on the size of the exhibition area, it is possible to download the exhibition in full or selected parts of it. Irrespective of the size of the exhibition area, it is advisable that the introduction is included. Sequence of the pictures The pictures can be hung in any order. FOTOUTSTÄLLNING Fotoutställningen "Afrika/har/ordet" består av bilder på 20 av de afrikanska författare som besökte Bokmässan i Göteborg 2010. De skriver prosa, poesi, drama och barn- och ungdomslitteratur på många olika språk. Utställningen representerar dessa många aspekter och innehåller bilder på representanter för en ny generation afrikanska författare liksom deras etablerade kollegor. Nigeria and the African Union in Light of the Arab Revolts

This paper analyses Nigeria’s role in the African Union (AU) and con-cludes that the latter is a strategic platform for the conduct of Nigeria’s foreign policy objectives in Africa. The study finds that the country has a ‘manifest destiny’ to play leadership roles in Africa and debunks the perception that Nigeria’s role in the AU is in decline. The paper further explores Nigeria’s AU priorities since the Arab revolts and concludes that the country’s ability to steer a clear course at the AU holds out pro-spects for peace, stability and security in Africa.

<p><em>The Lecture Series on African Security</em> is a joint collaboration between the Swedish Defence Research Agency (FOI) and the Nordic Africa Institute (NAI). The first round of lectures was conducted in 2008. The lectures revolve around core themes in African security studies and case studies from contemporary Africa, and they are presented by highly renowned international and national experts on Africa. While the primary audience is the analysts and researchers at FOI and NAI, a select number of participants are also invited from the Swedish International Development Agency (Sida), the Ministries for Foreign Affairs and Defence, the Swedish Rescue Services Agency (MSB), the Swedish Armed Forces (SwAF), the National Defence College (FHS), and the Folke Bernadotte Academy (FBA).</p>
