This report describes the activities of the United Nations Department of Humanitarian Affairs (DHA) in Angola from April 1993 to April 1995. It starts with the creation of DHA Angola in 1993 and continues to describe how relations were established with the Government and UNITA. It covers the different ways in which main concepts and roles and responsibilities could be discussed and agreed to. It presents the day-to-day activities including the crucial information exchange. It shows how DHA organised the preparation and launching of inter-agency appeals. It describes how DHA promoted and monitored the safety of humanitarian agency personnel and how capacity building was made one of the important strategies of DHA.

Trade and industrial policies in the new South Africa

To achieve economic growth, South Africa aims at a more outward-oriented economic framework. However, as is discussed in the study, the transition to a more outward-oriented economy is made difficult by the constraints created by past industrial policies. Protectionism, the apartheid system, and other regulations have contributed to a generally, noncompetitive manufacturing sector, a weak macroeconomic position, and distorted factor markets. Social unrest compounds the problem, as does lack of skill and capital.

This study of the Lafofa Nuba in the Sudan is the first comprehensive analysis of a matrilineal Nuba group. The author discusses the ways in which the Lafofa people in the Sudan are affected by centralisation of administration, commercialisation of agriculture, and the influence of Muslim culture. The study is a revision of the author's dissertation in anthropology.

Health and structural adjustment in rural and urban Zimbabwe

This report attempts to intervene in the discussion on the social effects of structural adjustment through an empirically-based assessment of the impact of the Economic Structural Adjustment Programme (ESAP) of the Zimbabwean state on the country's health sector. The author's conclude that ESAP has resulted in a serious degradation of the poor in Zimbabwe, and an overall decline in the health status of the working poor, which the Social Dimensions Fund has failed to mitigate.

Finland is one of the Nordic countries, whose support for the liberation of South Africa from apartheid has been acclaimed. But Finland has often dragged its feet on South African policies, partly because of a generally cautious foreign policy, partly because of the influence of the paper and the pulp industry. Only an active public opinion mobilisation and trade union actions have moved the Finnish foreign policy establishment into isolation of the apartheid regime. The author has made the first comprehensive study of Finnish policies on South Africa, covering the post-war period. It gives valuable insights not only into the policies on South Africa, but also is well-documented study of how foreign policy is formed in Finland.
