Pastoralist perspectives in Nigeria : the Fulbe of Udubo Grazing Reserve

The food and hunger crisis ravaging in many countries in Africa has turned the attention to the production of indigenous livestock. A large part of the African livestock is produced by people who are pastoralists, and any attempt to increase livestock production must be based on an understanding of the pastoralist way of life, and the often unexpected reactions to uniformed government policies. This study covers the Fulbe pastoralists of the Udubo Grazing Reserve in Bauchi state in nothern Nigeria. The author focus is on the description of the livestock systems, and the relationship between the pastoral Fulbe and the government interventions.

The peasants in the third world was for a long time assumed to be the opposite to the "economic man". The peasants, so the argument went, were irrational and their behaviour was determined by traditions, not by economic incentives. Some important contributions to economic theory have questioned this assumption. Now the issue is not whether peasants respond to economic incentives, but how. This study is a survey of the theoretical and empirical examination of peasants response to price incentives in Tanzania.

This study extends the analysis of local complexity to the sphere of the division of labour. The main argument is that the rural producers tend to diversify into multiple sources of income, and generate innovative strategies of straddling between these incomes sources. The main part of this volume consists of the ethnographic analysis of a case study conducted in Lindi district. It is a thought-provoking and theoretically challenging work which reveals how cultural issues penetrate economic practices and modify the outcome of any economic interventions.

This report documents patterns of differentiation within the informal sector amidst the decline in working and living conditions associated with the structural adjustment programme, and shows that in the era of adjustment, the informal sector, far from being a site of accumulation, is a site of bare survival.

The mining sector has played an historically central role in the economy of Africa, but large-scale investment in it declined after 1970. Structural adjustment and the dismantling of apartheid opens up the possibility of a revival of such investment, but also raises questions about the terms on which it will take place and the fate of local small-scale mining industries. These two studies examine tensions between large- and small-scale mining in Tanzania, and the emergence of new forms of relation between international mining houses and the national state in Zimbabwe.

This report examines the efficacy of the agricultural sector reforms that have been implemented in Zambia since 1991/92 when the MMD government of Fred Chiluba was elected to office. On the basis of empirical material gathered in the field, the report demonstrates the limitations of the reform and identifies a number of constraints that have hampered the private sector and made the agricultural marketing system remain relatively underdeveloped.

Within the South African State there are ten different bantustan "states", complete with administrations, military and police. Once the bantustans were described as "dumping grounds". In this paper the author shows that they are much more than that. They have turned into scenes of protest and resistance against apartheid. The bantustan leaders today are needed both by Pretoria and the ANC, and also try to defend their own interests. A post-apartheid government may need the bantustan state machinery as instruments of order and reform. This paper discusses the implications of this scenario.
