Denna bok handlar om Afrikas Horn, en brytningspunkt mellan det svarta och det arabiska Afrika, där olika stormaktsintressen skärs mot varandra. Kejsarväldet i Etiopien störtades 1974 och har avlösts av en serie militärregeringar. Somalia och Etiopien har varit i krig 1963 och 1977-78 om den somaliska befolkningen i Etiopien, och bägge är intresserade av det nyligen självständiga Djibouti. Eritrea har sedan 1961 i oavbruten väpnad kamp försökt bryta sig loss från Etiopien. Ett år ingår Sovjetunionen vänskapsavtal med Somalia, ett annat år med dess bittra fiende Etiopien. Ett år stöder det de eritreanska befrielserörelserna, ett annat år bistår det den etiopiska armén i dess försök att slå ned dem. Boken analyserar bakgrunden till dessa dramatiska händelseförlopp från olika perspektiv: stormakternas, arabvärldens, de afrikanska staternas och de inblandade parternas.

South Africa's bantustans : from dumping grounds to battlefronts

Within the South African State there are ten different bantustan "states", complete with administrations, military and police. Once the bantustans were described as "dumping grounds". In this paper the author shows that they are much more than that. They have turned into scenes of protest and resistance against apartheid. The bantustan leaders today are needed both by Pretoria and the ANC, and also try to defend their own interests. A post-apartheid government may need the bantustan state machinery as instruments of order and reform. This paper discusses the implications of this scenario.

Small towns have often been considered as unimportant and have been largely ignored by policy-makers and researchers. Instead, attention was focussed on the large city or on rural development and agricultural change without consideration of the positive contribution that small towns can make to rural transformation. But for the rural majority of Africa's population it is the small town with which they have the most intense contacts. Case studies are presented from Botswana, Ethiopia, Kenya, Mali, Nigeria, Somalia, Sudan, Zambia and Zimbabwe.

To analyse the complex refugee policies which evolved the author places these countries in the broader context of the political economy of the subregion. This study attempts to answer why the policies of the five countries covered are marked by a greater degree of "humane internationalism" than those of other Western countries. It discusses what it is that causes the variations between the policies of these five countries. By humane internationalism the authors understand an acknowledgement that rich countries have an obligation to alleviate poverty in the Third World and that fair North-South relations are in the best long-term interest of the North.
