Twelve years have passed since the establishment of the Forum on China-Africa Cooperation (FOCAC), an event that marked an important milestone in China-Africa relations. The forum is a platform to promote mutually beneficial South-South cooperation between China and Africa, based on mutual respect and non-interference in the internal affairs of African countries. In its ten year existence, FOCAC has achieved in deepening China-Africa relationsin the economic field. Trade, investment, infrastructure and capacity building have been comprehensively promoted. But as FOCAC prepares to enter the second decade, a number of steps must be taken by Chinese and African partners to improve the current institutional arrangement by expanding space for private sector and civil society participation in decision-making and by increasing the frequency of follow-up processes to ensure effective implementation of agreed upon targets.

This Discussion Paper provides a thought-provoking and radical intervention into the ongoing debates on democratic governance and accountability in Africa. The author undertakes a critical overview of the discourse on democratisation in Africa and notes that democracy on the continent cannot be fully understood on the basis of the ways in which electoral pluralism has played out in the last 20 years. The paper critiques mainstream explanations and points out their shortcomings. It goes on to make a compelling case for an alternative framework based on historically informed dialectical analysis of everyday democracy and struggles for democracy in Africa. Noting that no two democracies are exactly the same, the paper advocates the need for democracy in Africa to be studied on its own terms, and in a way that facilitates taking the African experience into the global arena to produce a truly comparative theory of democratisation on a world scale. The paper is essential reading for all those interested in the history, present and future of democracy in Africa.

The India, Brazil and South Africa (IBSA) Dialogue Forum is a trilateral development initiative to promote South-South cooperation and exchange. The forum was launched with the adoptionof the Brasília Declaration in June 2003. Each of the three countries has ambitions to play a leading role in regional and global affairs. The role of the Group of Twenty (G20) in respondingto the global financial crisis reflects growing acceptance of IBSA’s emerging position by the world’s established powers. An analysis of IBSA as a rising global power bloc is therefore critical to understanding the new dimensions of South-South relations, particularly in a post-Cold War world. This policy note addresses IBSA’s framework, principles, achievements and challenges in Africa’s development perspective.

The African Union (AU) and the New Partnership for Africa’s Development (NEPAD) represent an unprecedented collective political effort by African governments at the beginning of the 21st century to address issues of democracy and good governance on a continental scale within an emerging framework of institutions and instruments designed to assist in this effort. The visible commitments to jointly tackle political and socioeconomic challenges in order to overcome the structural legacies that hamper national and social development are reflected in the adoption of a variety of programmatic blueprints and a series of newly created or recently strengthened institutions. The most visible of these since the integration of NEPAD into the AU is the African Peer Review Mechanism (APRM), a process- aimed at addressing some of the challenges on the basis of a voluntary assessment of African government policies. The contributions to this publication trace these recent developments from a policy perspective and explore the scope and limitations of current democratisation efforts. Going beyond the rhetoric surrounding the emergence of the new initiatives, the authors provide an interim and realistic prognosis of the prospects for these new dynamics to achieve the declared goals of sustainable and meaningful change.
