All too often in conflict situations, rape is referred to as a 'weapon of war', a term presented as self-explanatory through its implied storyline of gender and warring. In this provocative but much-needed book, Eriksson Baaz and Stern challenge the dominant understandings of sexual violence in conflict and post-conflict settings. Reading with and against feminist analyses of the interconnections between gender, warring, violence and militarization, the authors address many of the thorny issues inherent in the arrival of sexual violence on the global security agenda. Based on original fieldwork in the Democratic Republic of the Congo, as well as research material from other conflict zones, Sexual Violence as a Weapon of War? challenges the recent prominence given to sexual violence, bravely highlighting various problems with isolating sexual violence from other violence in war. A much-anticipated book by two acknowledged experts in the field, on an issue that has become an increasingly important security, legal and gender topic.

WHO IS RESPONSIBLE? : Donor-civil society partnerships and the case of hiv/aids work

Civil society organisations are today considered crucial indevelopment partnerships. This Policy Dialogue argues that current aid programs tend to turn such CSOs into businesses that are required to meet donor demands for reportable results, rather than to serve the needs of intended beneficiaries. Based on case studies drawn from HIV and AIDS work in Mozambique, Rwanda and South Africa, the report explores the methods donors use to govern development partnerships and their effect on the distribution of responsibility among partners. It further examines the responses by recipient organisations to these requirements, ranging from acquiescence to resistance. These case studies, drawn from the field of HIV/AIDS, are also invaluable in shedding light on wider issue of the governance of international development cooperation with civil society.

FOCAC Twelve Years Later : Achievements, Challenges and the Way Forward

Twelve years have passed since the establishment of the Forum on China-Africa Cooperation (FOCAC), an event that marked an important milestone in China-Africa relations. The forum is a platform to promote mutually beneficial South-South cooperation between China and Africa, based on mutual respect and non-interference in the internal affairs of African countries. In its ten year existence, FOCAC has achieved in deepening China-Africa relationsin the economic field. Trade, investment, infrastructure and capacity building have been comprehensively promoted. But as FOCAC prepares to enter the second decade, a number of steps must be taken by Chinese and African partners to improve the current institutional arrangement by expanding space for private sector and civil society participation in decision-making and by increasing the frequency of follow-up processes to ensure effective implementation of agreed upon targets.

Supporting African peace operations

The Nordic Africa Institute, the Dag Hammarskjöld Foundation and the Norwegian Institute for International Affairs hosted a seminar in Uppsala, Sweden, on 15 and 16 December 2011, that brought together AU, EU and UN officials closely involved in peace operations in Africa. The seminar’s purpose was to allow participants to compare their experiences of the different support models that have been used to date in Sudan and Somalia. International support for African peace operations provides opportunities but also poses challenges. This report examines four of these challenges in some detail: the AU Commission’s limited capacity to plan and manage peace operations; insufficient political engagement by African member states with AU peace operations; the short-termism and self-interest of some of the AU’s partners; and the need for UN Security Council permanent members to value and ensure a shared AU-UN strategic vision. The report also includes policy recommendations for resolving these challenges.

The Africa policies of Nordic countries and the erosion of the Nordic aid model : a comparative study

The aid policies of the Nordic countries – Denmark, Finland, Norway and Sweden – once had so many distinctive characteristics in common they were sometimes referred to as the “Nordic model”. Now, however, this model has all but disappeared. This paper explores how this came about and examines the current development cooperation policies of the Nordic countries in Africa. In this respect, Nordic countries are now moving along divergent trajectories and becoming part of new donor constellations. This paper is based on a content analysis of official documents and face-to-face interviews with policy makers and key opinion shapers in the four countries. In addition to discussing the aim and role of current Nordic Africa policies and strategies, the paper provides an historical overview of Nordic cooperation with Africa and compares the Africa policy documents of the four Nordic countries. Finally, some suggestions regarding the scope for future Nordic cooperation are presented.

Chinese medical cooperation in Africa : With special emphasis on the medical teams and anti-malaria campaign

Medical cooperation between China and Africa started in 1963 when China sent its first medical team to Algeria. With the increase in China’s power and the implementation of the “going-out” strategy, China’s policy towards Africa has become a focus of the international community, while for China, South-South cooperation has become more significant. Cooperation in the medical field is a typical element in South-South cooperation and is an important part of China’s official development assistance (ODA). It includes Chinese medical teams, the anti-malaria campaign, training African medical personnel, China-supported medications, facilities and hospitals in Africa, and Chinese medical cooperation with WHO and other international institutions in Africa. The dispatch of Chinese medical teams by the government is one of the most enduring and effective forms of cooperation in Africa. This paper studies the medical cooperation between China and Africa, with special emphasis on Chinese medical teams and anti-malaria efforts, especially after the China-Africa Summit in 2006.

India, Brazil and South Africa Dialogue Forum: A Bridge between Three Continents : Challenges, achievements and policy options

The India, Brazil and South Africa (IBSA) Dialogue Forum is a trilateral development initiative to promote South-South cooperation and exchange. The forum was launched with the adoptionof the Brasília Declaration in June 2003. Each of the three countries has ambitions to play a leading role in regional and global affairs. The role of the Group of Twenty (G20) in respondingto the global financial crisis reflects growing acceptance of IBSA’s emerging position by the world’s established powers. An analysis of IBSA as a rising global power bloc is therefore critical to understanding the new dimensions of South-South relations, particularly in a post-Cold War world. This policy note addresses IBSA’s framework, principles, achievements and challenges in Africa’s development perspective.
