The Oil Industry in Uganda; A Blessing in Disguise or an all Too Familiar Curse? : The 2012 Claude Ake Memorial Lecture

As Uganda comes closer to full scale commercial production of its recently discovered oil resources, the state has much work to protect its economy from possible negative effects. Although much of the literature regarding oil globally, as well as in Uganda, paints a rather pessimistic picture, Dr. Pamela Mbabazi provides a set of alternatives, looking at oil as an opportunity rather than a curse. While oil is still in its infancy, many in Uganda have already predicted how it will play out over the next 50 years. While some are quick to point out the flaws and potential problem areas, Dr. Mbabazi suggests a more balanced approach, recognizing both the issue areas as well as the opportunities presented. Uganda has just celebrated its 50th anniversary as an independent nation. What is certain is that over the next five decades, oil will play a significant role in Uganda´s development. Thus, she argues that by heeding the suggestions made in this contribution, the government and key decision makers can help set Uganda on the right path to becoming Africa’s first oil success story. Dr. Pamela Mbabazi held the Claude Ake Memorial Chair in 2012-2013, working with the Department of Peace and Conflict Research, Uppsala University and the Nordic Africa Institute. She is Associate Professor of Development Studies, Mbarara University of Science & Technology, Uganda.

In recent years, China and India have become the most important economic partners of Africa and their footprints are growing by leaps and bounds, transforming Africa's international relations in a dramatic way. Although the overall impact of China and India's engagement in Africa has been positive in the short-term, partly as a result of higher returns from commodity exports fuelled by excessive demands from both countries, little research exists on the actual impact of China and India's growing involvement on Africa's economic transformation. This book examines in detail the opportunities and challenges posed by the increasing presence of China and India in Africa, and proposes critical interventions that African governments must undertake in order to negotiate with China and India from a stronger and more informed platform.

Development donors have supported thousands of environmental initiatives in Africa over the past quarter century. The contributors to this provocative new collection of essays assess these projects and conclude that environmental programmes constitute one of the major forms of foreign and state intervention in contemporary African affairs. Drawing on case study material from eight countries, the authors demonstrate clearly that environmental programmes themselves often have direct and far-reaching consequences for the distribution of wealth and poverty on the continent. Individual essays in the collection theorise specific forms of environmental intervention; the degree of historical discontinuity that exists between contemporary and past environmental policies and practices; the effect environmental programmes have had on localised systems of knowledge and value regimes; the strategies of accumulation that have been spun out of heavy donor and state investment in environmental programmes; and the numerous social, cultural and political-economic dislocations these initiatives have produced in African environments all across the continent.

Dramatically escalating prices of raw materials, driven by rapid industrialisation in China and other countries of the global South as well as by looming world shortages, had for the few years preceding the financial meltdown and global recession of 2009 promoted a new scramble for Africa’s natural resources. It signalled a brisk turnaround in prospects for what The Economist had dubbed the ‘hopeless continent’ as recently as 1999. However, while average growth rates across the continent have increased, the implications for Africa’s development were and remain at best dubious. In this important volume, the new scramble for Africa is placed in the historical context of imperialism and the contributors show important continuities with the original nineteenth-century scramble. However, while the previous scramble was between major European powers, today the continent provides a battleground for competition between the US, the European Union, China and other emerging players such as India and South Africa. This book raises significant general questions relating to the nature of emerging global competition between the US and China; the centrality of the struggle for oil and minerals and resulting militarisation; the international battle to capture Africa’s markets; the marginalisation of African capitalism; and the ambiguous benefits that investment and production by multinational companies bring to African communities. Arguing that exploitation of the continent by comprador African elites remains central, the book concludes by raising important questions about the prospects for development in Africa.

Natural resources in sub-Saharan Africa : assets and vulnerabilities

Africa is rich in oil and mineral resources, but has severe shortages of water and suffers from an accelerating pressure on its arable land and forests. Climate change is expected to cause major problems for African populations with increase of water stress and severely compromised agricultural production. Local food supplies will be negatively affected and, towards the end of the 21st century, sea-level rise will affect low-lying coastal areas. The report argues that the poorest countries are most vulnerable to climate change and that Africa is particularly exposed. Sweden should consider full integration of climate change adaptation strategies in its development cooperation with African partners. This will likely mean that some existing priorities will be further accentuated, such as needs to provide water and sanitation services to the poor, raising agricultural productivity, and curbing deforestation.

Understanding natural resources management requires an interdisciplinary approach. Through a number of case studies from the West African Sahel, this book links and explores natural resources management from the perspectives of three distinct but interrelated spheres (politics, property and production) and within a broad and empirically based political ecology. Natural resources management is first of all profoundly political. Seen from above, it is constantly the object of planning efforts where one 'master-plan' follows another, each sponsored by one of the major international donors. Policies and plans are again informed by global discourses of 'decentralisation', 'disengaging the State', 'democratisation' or 'desertification'. Seen from below, natural resources management is always the object of power struggles and politicisation linked to property rights to land. Property may in fact be one of the most comprehensive, yet at the same time most elusive, concepts in the natural resources debate. To say that someone has a 'right' to land is to summarise in one word a complex and highly conditional state of affairs. African and Sahelian land tenure is a field where property relations are multifarious, overlapping and competing. The prospects for African and Sahelian production systems and their influences on the environment are also contested. The conventional belief says that these systems are marked by agricultural stagnation and environmental degradation, but this is increasingly being questioned or qualified. Under certain policy environments production systems and resources seem to follow more optimistic paths. Such emerging experiences which cut against the grain of conventional perceptions of the Sahelian environment should encourage us to rethink both Sahelian research and policy formulation.
