Commanders for good and bad : alternative post-war reconstruction and ex-commanders in Liberia

Contrary to the general conviction, collaboration with ex-commanders and their informal networks can actually promote postwar stability. When former generals are integrated into the post-conflict societal structure as brokers of socioeconomic service and mediators between governing elites and former combatants, they can help to provide security and stability. In the case of Liberia their direct access to ex-combatants makes them suitable for distributing jobs, money, food, scholarships and other resources.

Governing the poor in Harare, Zimbabwe : shifting perceptions and changing responses

This is a study of the 'terrain of urban governance', using areas of Zimbabwe's biggest city Harare as case studies. It presents and discusses sets of perceptions of poverty and the poor which influence policy development and decision making among urban 'governors'. Kamete shows the effects of positive as well as negative perceptions of the poor. He also problematises more conventional understandings of poverty and includes into his own conceptual understanding dimensions of deficient access to participation and citizenship. He shows that the relationship between power and powerlessness among the poor is much more complex than is sometimes assumed. The urban poor in Harare - since the emergence of significant political opposition in Zimbabwe in the late 1990s - have become both an important and volatile instrument to be wooed and paid by populist politicians. At the same time - in their patterns of voting - they have been a mainstay of support for opposition to the ZANU-PF government at both local and central level.

Angola’s economic boom averaging about 17 per cent per annum, is centred on its extractive oil industry and has made Angola one of the fastest growing economies in sub-Saharan Africa and the world. With national peace providing stability and a strong military to negotiate regional threats, Angola is expected to consolidate its position as a regional power commensurate with its economic and military might. However, Angola faces challenges in the political, social, economic, governance, security and foreign policy arenas. It will also have to contend with election-related violence. While a bright medium-term future is in prospect for Angola, the country will have to negotiate and overcome these challenges to sustain its long-term peaceful development.

The growth of cities is one of the most significant aspects of the contemporary transformation of African societies. Cities in Africa are the sites of major political, economic and social innovation, and thus play a critical role in national politics, domestic economic growth and social development. They are also key platforms for interaction with the wider world and mediate between global and national contexts. Cities are variously positioned in global flows of resources, goods and ideas, and are shaped by varied historical trajectories and local cultures. The result is a great diversity of urban societies across the continent. Cities in Africa are not only growing rapidly but are also undergoing deep political, economic and social transformation. They are changing in ways that defy usual notions of urbanism. In their dazzling complexity, they challenge most theories of the urban. African cities represent major challenges as well as opportunities. Both need to be understood and addressed if a sustainable urban future is to be achieved on the continent. The Urban Cluster of the Nordic Africa Institute, through its research, seeks to contribute to an understanding of processes of urban change in Africa. This discussion paper by Professor AbdouMaliq Simone, commissioned by the Urban Cluster, is a valuable contribution to shaping the research agenda on urban Africa.

Cadres, capitalists, elites and coalitions : The ANC, business and development in South Africa

The transition from apartheid to democracy in South Africa is widely regarded as an exemplary case of an elite political settlement. Moreover, South Africa’s political history in the last two decades can certainly be understood in terms of the way old, new, political and economic elites interacted in different domains and sectors to resolve major collective problems and produce institutional solutions that would work – even if some of these solutions appeared contentious – and cater to broad interests. The political settlement achieved by opposing elites produced a unique democratic pact. However, less attention has been paid to the economic pact achieved by these elites. As a liberation movement, the African National Congress (ANC) advocated nationalisation to undo the socioeconomic legacies of apartheid, but once the political transition had commenced, it discarded nationalisation. Instead, ANC elites opted for pro-business/market policies, which stabilised the economy and attracted much needed foreign direct investment. Their decision was partly attributable to the negotiated political and economic pacts that they concluded with National Party elites and ‘white’ capital. With the political or democratic pact in place, the negotiation and consolidation of the economic pact was achieved with the formation of numerous formal and informal coalitions with first ‘white’ and later ‘black’ capital to undo the economic legacies of apartheid. Not only did the pact result led to a stable political transition, it also in political and economic transformation. More importantly, early signs are now evident of a developmental pact that may result in a successful developmental state capable of achieving equality and equity for all in post-apartheid South Africa.

Independent? : Tanzania's challenges since Uhuru

Ämnesord: political development, Social change, Governance, Socialism, Economic and social development, Globalization, Post-independence, Tanzania, Political science, Statsvetenskap
This book describes the history and challenges facing Tanzania through the voices and memories of Tanzanians and through their visions and ideas about the challenges Tanzania faces today. It is a story of set backs and disappointments, but also of pride. Among those interviewed are leading politicians, activists and researchers, but also ordinary everyday Tanzanians - farmers, workers, grandfathers and grandmothers, active and retired civil servants - are interviewed. The statements are used thematically in chapters forcusing on the various challenges that have faced Tanzania: from insufficient focus on agriculture to the menace of corruption; from socialism to capitalism and from the role of the family to the importance of religion. There is a strong focus on the limitation of independence. Tanzania is independent, but there is no true independence in a globalized world.

The Discussion Paper provides insightful explanations for Botswana’s emergence as one of Africa’s developmental success stories. It underscores the role of the ruling elite coalition in shaping the particular kind of politics, inclusive policies, consensus, partnerships and vision that have contributed to the emergence of Botswana as a democratic developmental state. This is an important paper that should be read by all those keen to understand how Botswana has managed to avoid the ‘natural resource curse’ and stand out as a model of democratic stability and sustained economic growth in Africa.
