Diasporas, Development and Peacemaking in the Horn of Africa

Exiled populations, who increasingly refer to themselves as diaspora communities, hold a strong stake in the fate of their countries of origin. In a world becoming ever more interconnected, they engage in 'long-distance politics' towards, send financial remittances to and support social development in their homelands. Transnational diaspora networks have thus become global forces shaping the relationship between countries, regions and continents. This important intervention, written by scholars working at the cutting edge of diaspora and conflict, challenges the conventional wisdom that diaspora are all too often warmongers, their time abroad causing them to become more militant in their engagement with local affairs. Rather, they can and should be a force for good in bringing peace to their home countries. Featuring in-depth case studies from the Horn of Africa, including Somalia and Ethiopia, this volume presents an essential rethinking of a key issue in African politics and development.

Diaspora at Home? : Wartime Mobilities in the Burkina Faso-Côte d'Ivoire Transnational Space

In the period 1999-2007, more than half a million Burkinabe returned to Burkina Faso due to the persecution of immigrant labourers in neighbouring Côte d’Ivoire. Ultranationalist debates about the criteria for Ivorian citizenship had intensified during the 1990s and led to the scapegoating of immigrants in a political rhetoric centred on notions of autochthony and xenophobia. Having been actively encouraged to immigrate by the Ivorian state for generations, Burkinabe migrant labourers were now forced to leave their homes and livelihoods behind and return to a country they had left in their youth or, as second-generation immigrants in Côte d’Ivoire, had never seen. Based on 12 months of ethnographic fieldwork in Burkina Faso and Côte d’Ivoire, the thesis explores the narratives and everyday practices of returning labour migrants in Bobo-Dioulasso, Burkina Faso’s second-largest city, in order to understand the subjective experiences of displacement that the forced return to Burkina Faso engendered. The analysis questions the appropriateness of the very notion of “return” in this context and suggests that people’s senses of home are multiplex and tend to rely more on the ability to pursue active processes of emplacement in everyday life than on abstract notions of belonging, e.g. relating to citizenship or ethnicity. The study analyses intergenerational interactions within and across migrant families in the city and on transformations of intra-familial relations in the context of forced displace-ment. A particular emphasis is placed on the experiences of young adults who were born and raised in Côte d’Ivoire and arrived in Burkina Faso for the first time during the Ivorian crisis. These young men and women were received with scepticism in Burkina Faso because of their perceived “Ivorian” upbringing, language, and behaviour and were forced to face new forms of stigmatisation and exclusion. At the same time, young migrants were able to exploit their labelling as outsiders and turn their difference into an advantage in the competition for scarce employment opportunities and social connections.

Diasporas within and without Africa : dynamism, heterogeneity, variation

The book deals with two types of “African diasporas”, the first of which originated in the migration histories of the Indian Ocean and brought new groups into Africa. This is illustrated by case studies of Hadrami communities in Sudan and Zanzibar, and the Malay community in Cape Town, that produced trade links as well as processes of Islamization. The second type originated with the failing African states and cases discussed are an Eritrean diaspora in Germany, alongside Sudanese diasporas in Norway and the USA, and a Somali diaspora in Norway. The papers deal with processes of homemaking, political mobilization in the diaspora through local organisations, religious networks and cyberspace nationalism. The central conceptual argument is that “diaspora” is not only a post-modern reaction to the xenophobia of Western nation states but must be seen as part of a broader history of human migration and intercultural experience. This calls for a perspective which takes into consideration historically produced variation and dynamism.

Post-conflict African states such as Sierra Leone, face critical challenges as they embark on the complex tasks of reconciliation, peace and the rebuilding of war-torn societies. SKINNING THE SKUNK refers to a saying in Shona, kuvhiya kadembo. The Zimbabwean writer Stanley Nyamfukudza uses it here to illustrate how important problems, like the legacy of violence, are avoided in Zimbabwean public discussion. Terence Ranger writes on the new policy of rewriting the history of Zimbabwe, in the name of patriotic history, through which the Zanu-PF government tries to assert hegemony and achieve a total change of the mindset.
