In Africa, as in many parts of the world, adolescent reproductive health is a controversial issue for policy makers and programme planners. Adolescents are particularly vulnerable to HIV and AIDS and to a host of other problems such as sexually transmitted infection, unwanted pregnancy, unsafe abortions, sexual abuse, female genital mutilation and unsafe circumcision. Yet many countries don't have adolescent health policies and much remains to be done to ensure that adolescents can access appropriate sexual and reproductive health services. Articulating new perspectives and strategies to promote adolescent sexual and reproductive health, the authors of this volume, comprise a network of researchers working in east and southern Africa. They make a unique attempt to bring together the social and biomedical sciences and to disseminate concrete empirical evidence from existing programmes, carefully analysing what works and what doesn't at the local level. The chapters are built on the premise that sexual and reproductive health behaviour is multifaceted and that interventions must operate on several levels - individual, organisational and governmental - and must reach young people in schools, communities, workplaces, and health-care institutions. Cognisant of recent research and the ethical difficulties facing researchers, the authors provide practical guidance for practitioners and policymakers wishing to promote adolescent sexual and reproductive health at the policy and institutional levels and in local communities.

It was a widely dominant perception until the early 1990's that African rulers do not vacate their office alive. But even in the brutal reality of African politics, transition takes place and different former presidents have dealt with how to maintain power and privilege very differently. With new case studies examining the post-presidential years of the iconic Mandela in South Africa, Daniel arap Moi in Kenya, Nyerere in Tanzania, Rawlings in Ghana, Charles Taylor in Liberia, as well as the experience of Botswana, Zambia, Namibia, Zimbabwe, Uganda, Malawi, and Nigeria, this volume examines the dilemmas which demands for presidential transitions impose upon incumbent rulers and analyses the relationships which are evolving between new regimes and their predecessors. The contributors discuss the hybridal political systems that exist in post-independence Africa; the role allotted to or pursued by former African presidents; transitional politics and justice, and political stability. The book stimulates careful further observation and analyses concerning progress in this contested arena of institutionalised political power in Africa.

Tenants' and owners' participation in rotating savings groups and help groups: A study of housing tenure forms and social inclusion in Mwanza city, Tanzania

International policy emphasises the importance of slum dwellers' rights of access to cities and their social inclusion. Legalisation of land holdings in informal settlements is one way of enacting this policy. However, this measure favours house owners over the large proportion of tenants renting rooms in private houses in informal settlements in many cities in the global South. Rental housing is neglected by many governments. What role does the form of house tenure play in other processes of social inclusion in informal settlements? This article examines one of many forms of social inclusion: participation of tenants and owners in rotating savings groups and help groups in two areas in Mwanza city, Tanzania. The results indicate that both tenants and owners participate in groups, which are based not only on the geographical area of residence but on work, ethnicity and religion. The study also indicates that not all groups accept tenants as members, because of their high mobility.
