All too often in conflict situations, rape is referred to as a 'weapon of war', a term presented as self-explanatory through its implied storyline of gender and warring. In this provocative but much-needed book, Eriksson Baaz and Stern challenge the dominant understandings of sexual violence in conflict and post-conflict settings. Reading with and against feminist analyses of the interconnections between gender, warring, violence and militarization, the authors address many of the thorny issues inherent in the arrival of sexual violence on the global security agenda. The volume brings together papers by African and Nordic/Scandinavian gender scholars and anthropologists, in attempts to investigate and critically discuss existing lines of thinking about sexuality in Africa, while at the same time creating space for alternative approaches. Issues of colonial and contemporary discourses on 'African sexuality' and on 'female genital mutilation' are being discussed, as well as issues of female agency and of feminists' engagement with HIV/AIDS. The volume contributes to contemporary efforts of re-thinking sexualities in the light of feminist, queer and postcolonial theory.

This volume completes the research project on "Liberation and Democracy in Southern Africa" (LiDeSA). It mainly addresses socioeconomic and gender-related issues in contemporary Namibia. Most of the contributors are either Namibian, based in Namibia or have undertaken extensive research in the country. Their interest as scholars and/or civil society activists is guided by a loyalty characterised not by rhetoric but by empathy with the people. They advocate notions of human rights, social equality and related values and norms instead of being driven by an ideologically determined party-political affiliation. Their investigative and analytical endeavours depict a society in transition, a society that is far from being liberated. Not surprisingly, this compilation explores the limits to liberation more than its advances.

The last decade has witnessed the rise of a great number of transnational social movements and activist networks. While many of these movements have been initiated in the North, some are driven by people from the Global South with the aim of addressing various forms of destitution and asserting a variety of basic economic and cultural rights. Such transnational organizing is increasingly evident in Sub-Saharan Africa. Some of these initiatives relate particularly to the growing numbers ofpeople depending on forms of informal work for survival. This edition of Current African Issues looks into the transnationalization of a local association of informal workers as it becomes involved in an international network of grassroots organizations. While this transnational engagement opens up new political possibilities, it also poses new challenges. Participation in international activities is highly unequal and mediated rather than direct, as influential actors engage in practices of gate-keeping that tend to work to the disadvantage of women. Tensions also emerged as a result of the divergent gender ideologies espoused by different participants. The paper draws on various theoretical perspectives on spatial politics in the global age to interrogate the unequal and contested spatialities of this transnational activism. Feminist scholarship sheds further light on the gendering processes at work in the transnationalization of a grassroots association.

The Democratic Republic of Congo’s (DRC) warscape has become infamous globally from the reports on the massive scale of sexual violence. While vast amounts of other forms of violence and abuse have also been committed, it is sexual violence that has attracted the lion’s share of attention, especially among “outside” observers. Countless reports, newspaper articles, news-clips, appeals and documentaries have been devoted to the issue. Numerous journalists, activists and representatives of diverse international organisations and governments have made pilgrimages to the DRC to meet and listen to survivors first-hand.

Towards More Informed Responses to Gender Violence and HIV/AIDS in Post-Conflict West African Settings

The evidence is incontrovertible that Liberia (with its two civil wars, 1989-97 and 2000-03) and Sierra Leone (with its 1991-2001 war) have emerged from two of the most inhuman, ferocious and cruel conflicts in the post-Cold war era. The scale of destruction, rape, mayhem, arson and torture perpetrated during these wars was among the greatest in Africa’s postcolonial history. Women, especially adolescents and young adults, were exposed to extreme sexual brutality at a time when a growing heterosexually-driven HIV pandemic was occurring in the West African sub-region. Both countries also experienced an economic and social collapse that resulted in human development indicators on employment, income, health, education, women’s status and child well-being that are among the lowest in the world. Protracted armed conflicts, as witnessed in Liberia and Sierra Leone and beyond, expose women and girls to unprecedented levels and forms of sexual violence. Moreover, the expectation that the transition from war to peace will lead to significantly reduced sexual violence against women (SVAW) is often disappointed. Instead, post-conflict transitions tend to produce a change in the predominant forms of sexual violence and the profile of its perpetrators. The extended and interlinked conflicts in these neighbouring countries relate at a fundamental level to the persistent denial of citizenship rights to particular population sub-groups over several decades. Within such landscapes of severe social, economic and political marginalization and deprivation, women and girls were bound to suffer more than men and boys during and after the wars as a result of long-established and deeply entrenched patriarchal structures and ideologies in both countries. The persistence of SVAW during post-conflict transitions tends to increase the risk of HIV infection among younger women relative to the phase of armed conflict. A key causal factor is men’s highly exploitative, transactional and cross-generational multiple sexual activities. Thus far, the dominant responses to this complex of issues in post-conflict West Africa have lacked a nuanced understanding of the underlying drivers of sexual violence and its intersections with women’s higher risk of HIV infection.The policy responses to the challenges of post-conflict reconstruction and peace-building in West Africa have generally focused more on traditional security, physical infrastructurere building and economic revitalization issues than on such highly gendered human security concerns as sexual violence and violations of reproductive rights. Left unaddressed, these persisting or worsening human security challenges, affecting at least half their populations, make sustainable peace and development in post-conflict Liberia and Sierra Leone nearly impossible.

Dealing with uncertainty in contemporary African lives

The articles in ‘Dealing with Uncertainty in Contemporary African Lives’ are based largely on work in Tanzania which has been spared much of the turmoil that elsewhere has uprooted populations and destroyed communities. Nevertheless they illuminate phenomena common throughout sub-Saharan Africa as modernity in its many guises undercuts old certainties, outmodes established knowledge of how to order life and deal with crises, introduces new hazards, and frustrates ambition and expectations. But as the editors, Haram and Yamba, point out, uncertainty and insecurity have a positive side, providing the basis for ‘curiosity and exploration’. The case studies demonstrate both the increasing uncertainty and insecurity of life in contemporary Africa and the ways that people respond, including warding off and reaching out. Scapegoats are sought. Witch beliefs become elaborated as explanations of failures and malaise while witchfinding becomes a lucrative profession. Pentecostal or other fundamentalist churches burgeon as they assure people that life has meaning and better times are before them if only they believe.
