Denmark and national liberation in Southern Africa : a flexible response

This book describes and documents the development of Danish support to national liberation in Southern Africa and the two-sided humanitarian and political character of this support. It is based on previously restricted Danish ministry records and on NGO archives and interviews.The Nordic countries were unique in the Western world in their support to individuals, organisations and refugees, struggling to end institutionalised colonialism and racism and alleviate their humanitarian consequences. Nordic support was humanitarian and civilian, and to a large extent was given to refugees and to education. Increasingly, it came to involve national liberation movements and financial support to their civilian activities, at a time when these movements were politically and militarily struggling against the regimes in their countries-including the government of Portugal, a NATO military partner of Norway and Denmark.Danish support developed differently from that of the other Nordic countries. Official support was never given directly to liberation movements. Rather, Danish NGOs were employed to advise on Danish allocations and to distribute these allocations and carry out activities, using their own capacity or through their international networks. In the field of sanctions, Denmark shifted from a policy of awaiting a UN Security Council decision to imposing unilateral trade sanctions as the first Western country to do so, and the book analyses the political developments behind this.The study seeks to determine the events, rationales, arguments and decisions that led to the various forms of Danish support. Key questions are how Danish support was established as a purely humanitarian facility that later developed into supporting also the liberation movements, and how boycott was first considered to be an issue for the individual but eventually became national, official policy. The study seeks to describe why support and sanctions developed in the way and at the pace they did. Major factors involved were Danish public awareness of developments in Southern Africa, domestic political debates and mobilisation through NGOs.This focus on processes of change has been necessary in a field of Danish foreign relations that during the course of the research was recognised as being a very wide as well as a very interesting one. As a new field of research, and with the majority of the sources never having been studied before, this study has an aim to provide a platform for other researchers, journalists and students. Hopefully it will inspire others to investigate the whole issue further-or to consider it in a different perspective.

Sweden’s and the other Nordic countries’ support for the national liberation process and struggle against apartheid was unique in the international context both in regard to the size of the financial support and the extensive popular involvement. This book attempts to document the involvement of Sweden in the Southern African struggles against colonialism, occupation and white minority rule. While Volume I set out to identify the actors and factors behind the involvement, the aim of the present volume is to illustrate the Swedish participation. The focus of this study is on official assistance to the national liberation movements but the important role played by the organized Swedish solidarity movement and other non-governmental organizations also forms part of the narration. The study also attempts to contribute to a broader understanding of the international aspects of the Thirty Years’ War in the region, a significant chapter in the quest for national self-determination, democracy and human rights towards the end of the troubled 20th century. Primarily written for the general reader interested in relations between Sweden and the Southern African liberation movements, the presentation should also provide material and theoretical enquiries with regard to, for example, Swedish foreign policy in the cold war era; regional developments in a bipolar world; and the diplomatic initiatives, political alliances and material conditions of the different movements. This book is a part of the Nordic Africa Institute’s Research Project National Liberation in Southern Africa. The Role of the Nordic Countries. The result of the project is a unique documentation, mainly drawing on hitherto restricted official primary sources. This book, together with the other studies published within the project, forms a valuable reference source for everyone interested in the 20th century history of Southern Africa in particular or North/South and international relations in general.

Academics on the Move : Mobility and Institutional Change in the Swedish Development Support to Research Capacity Building in Mozambique

In the competitive global knowledge economy, highly qualified individuals are increasingly recognised as being the key to development. In particular, doctorate holders are not only the most qualified in terms of educational attainment, but also those specifically trained to be at the forefront of innovation and in a position to drive advances in science, technology and knowledge of society. In developing countries with relatively weak research structures, not least with regard to PhD graduates, the training of PhDs has been intimately linked to the reproduction of human capacity in national research systems. This study examines the mobility of PhD graduates funded under the Swedish development aid program to build institutional research capacity in Mozambique from 1990 to 2013. Principal areas of investigation are extent and direction of geographic, sectoral and vertical mobility, perception and individual rationales for mobility and career choices and experience of the so-called "sandwich model".

WHO IS RESPONSIBLE? : Donor-civil society partnerships and the case of hiv/aids work

Civil society organisations are today considered crucial indevelopment partnerships. This Policy Dialogue argues that current aid programs tend to turn such CSOs into businesses that are required to meet donor demands for reportable results, rather than to serve the needs of intended beneficiaries. Based on case studies drawn from HIV and AIDS work in Mozambique, Rwanda and South Africa, the report explores the methods donors use to govern development partnerships and their effect on the distribution of responsibility among partners. It further examines the responses by recipient organisations to these requirements, ranging from acquiescence to resistance. These case studies, drawn from the field of HIV/AIDS, are also invaluable in shedding light on wider issue of the governance of international development cooperation with civil society.

The link between security and development has been rediscovered after 9/11 by a broad range of scholars. Focusing on Southern Africa, the Security-Development Nexus shows that the much debated linkage is by no means a recent invention. Rather, the security/development linkage has been an important element of the state policies of colonial as well as post-colonial regimes during the Cold War, and it seems to be prospering in new configurations under the present wave of democratic transitions. Contributors focus on a variety of contexts from South Africa, Mozambique and Namibia, to Zimbabwe and Democratic Congo; they explore the nexus and our understanding of security and development through the prism of peace-keeping interventions, community policing, human rights, gender, land contests, squatters, nation and state-building, social movements, DDR programmes and the different trajectories democratization has taken in different parts of the region.

Climate Change and the Risk of Violent Conflicts in Southern Africa

This study aims to identify regions in the Zambezi River Basin in Southern Africa that are prone to risk of violent conflicts (collective violence, popular unrest) induced by climatic changes/variability. The Zambezi River is 575 kilometres long and the basin covers eight countries: Zambia, Angola, Zimbabwe, Malawi, Tanzania, Botswana, Mozambique and Namibia. Besides the ecological impact, the study argues that socio-economic and political problems are disproportionately multiplied by climate change/variability. Climate change/variability amplifies stresses on the socio-political fabric because it affects the governance of resources, and hence, is linked to the weakened mitigation and adaptation capacity of societies, that are already facing economic challenges (rising food prices, etc.). Society becomes highly vulnerable to climate induced conflicts when it suffers from poor central leadership, weak institutions and polarized social identities. Taking all these factors into consideration, this study identifies Bulawayo/Matableleland-North in Zimbabwe and the Zambezia Province in Mozambique as the most likely regions to experience climate induced conflicts in the near future. The reasons for arriving at this conclusion are: a) Climate change/variability will have a significant impact on these two regions; due to increasing water scarcity in Bulawayo/Matabeleland-North; and intensified flooding, sea-level rise, and costal erosion in the Zambezia Province. b) Due to climate change/variability, agricultural production in these two regions will become highly volatile, leading to severe food insecurity. c) Both regions are suffering from low quality political governance, having unscrupulous elites, weak institutions, and polarized social identities.

Sexuality and Gender Politics in Mozambique : Rethinking Gender in Africa

The book is about gender politics in Mozambique over three decades from 1975 to 2005. The book is also about different ways of understanding gender and sexuality. Gender policies from Portuguese colonialism through Frelimo socialism to later neo-liberal economic regimes share certain basic assumptions about men, women and gender relations. But to what extent do such assumptions fit the ways in which rural Mozambican men and women see themselves? The author argues that gender relations should be investigated, not assumed, and that policies not matching people’s lives are unlikely to succeed. The empirical data on which the author draws are from a unique body of material collected in 1982-1984 by the Mozambican National Women's Organization, and from more recent fieldwork. Her research demonstrates short-comings in Western feminist conceptualizations, and shows how insights from African feminist thinking may enhance understandings of gender, both in and beyond Africa.

Transnational Activism Networks and Gendered Gatekeeping : Negotiating Gender in an African Association of Informal Workers

The last decade has witnessed the rise of a great number of transnational social movements and activist networks. While many of these movements have been initiated in the North, some are driven by people from the Global South with the aim of addressing various forms of destitution and asserting a variety of basic economic and cultural rights. Such transnational organizing is increasingly evident in Sub-Saharan Africa. Some of these initiatives relate particularly to the growing numbers ofpeople depending on forms of informal work for survival. This edition of Current African Issues looks into the transnationalization of a local association of informal workers as it becomes involved in an international network of grassroots organizations. While this transnational engagement opens up new political possibilities, it also poses new challenges. Participation in international activities is highly unequal and mediated rather than direct, as influential actors engage in practices of gate-keeping that tend to work to the disadvantage of women. Tensions also emerged as a result of the divergent gender ideologies espoused by different participants. The paper draws on various theoretical perspectives on spatial politics in the global age to interrogate the unequal and contested spatialities of this transnational activism. Feminist scholarship sheds further light on the gendering processes at work in the transnationalization of a grassroots association.
