The proliferation of anti-dumping and poor governance in emerging economies: case studies of China and South Africa

Through examination of the alleged rationale of the anti-dumping (AD) instrument, this paper argues that it has little to do with fairness or with level playing fields. AD trade protection enjoys broad political support merely because its convoluted technical complexities prevent all but a few insiders and experts from understanding the reality that underlies the rhetoric, thus enabling inefficient but well-organised domestic producers to safely utilise the instrument to protect themselves from foreign competition, at times in collusion with foreign exporters and with the national AD authorities as a broker. While the best option for AD reform, i.e., complete removal, is not practically available, this paper proposes improving AD’s procedural institutions by enhancing the quality of public governance in the formulation of AD decisions by national authorities. It further examines the AD practices and laws of China and South Africa, arguing that poor governance in emerging economies contributes to their prolific use of AD, usually disproportionate to their small share of world imports. These economies already maintain higher tariff barriers than industrial countries, so that without effective steps to ensure better governance to restrain the arbitrary and proliferating use of AD, they may lose out significantly on the gains from the trade liberalisation for which they have been striving for decades. Examining the South Africa–China agricultural trading relationship

In recent years, Africa has emerged as a dominant region in China’s foreign policy. As an emerging center of economic growth in the world economy, China is striving towards establishing a stronger footprint in Africa than ever before. The need to understand this rapprochement has been exacerbated by the current financial crisis.With focus on agricultural trade, this book uses empirical data spanning up to year end 2007 to explain the potential benefits of China growing trade in Africa on South Africa’s economy. The studies cover both China and South Africa’s positions as importer and exporter of agricultural products in each other’s markets. In doing so, they have carefully analyzed data from Chinese and South African sources. In order to give a fresh perspective to the analyses, a section of the work has been devoted to the nature of non-tariff barriers that face South Africa’s exporters into the Chinese market.

The World Cup 2010 and the urban poor : ‘World class cities’ for all?

South Africa was expecting to benefit by hosting the World Cup 2010. For urban disadvantaged groups, however, the reality proved very different. Street vendors and marketers were among the excluded. Evictions caused many of them to lose their livelihoods, and strict regulations made it difficult for them to derive economic benefit from the mega-event. This Policy Note explores their predicament, as well as the responses of grassroots organizations. Finally, lessons are drawn for cities aspiring to host similar events in the future.

This book brings together two bodies of research on urban Africa that have tended to be separate: Studies of urban land use and housing, and studies of work and livelihoods. Africa’s future will be to an increasing extent urban. Nevertheless, the inherited legal, institutional and financial arrangements for managing urban development are inadequate. The recent decades of neo-liberal political and economic reforms have increased social inequality across urban space. Access to employment, shelter and services is precarious for most urban residents. Extra-legal housing and unregistered economic activities proliferate. Basic urban services are increasingly provided informally. The result is the phenomenal growth of the informal city and extra-legal activities. How do urban residents see these activities? What do they accomplish through them? How can these “informal” cities be governed? The case studies are drawn from a diverse set of cities on the African continent. A central theme is how practices that from an official standpoint are illegal or extra-legal do not only work but are considered legitimate by the actors concerned. Another is how the informal city is not exclusively the domain of the poor, but also provides shelter and livelihoods for better-off segments of the urban population.  

South African female peacekeepers on mission in Africa : Progress, challenges and policy options for increased participation

South Africa’s contribution of troops to peace missions is the 13th largest in the world, and the country has the largest women’s contingent deployed in Peace Support Operations (PSOs). Although, South Africa is one of only a handful of countries incorporating women in combat positions and PSOs, on average the picture of female participation remains less rosy.On the policy level, South Africa has committed itself to gender mainstreaming in the South African National Defence Force (SANDF) in line with UN Security Council Resolution 1325 (2000). The UN Resolution on Women, Peace and Security calls for, among other things, full inclusion of women in all aspects of peace-related activities, including peacekeeping. On 31 October2010, the world will mark the 10th anniversary of Resolution 1325, just as in 2009 South Africa celebrated ten years of participation in international peacekeeping operations. This is a pertinent time to take stock of South Africa’s progress in improving the gender balance in its military, specifically in its contribution to PSOs, and the opportunities and obstacles that exist in this process.This Policy Note is based on information collected from questionnaires, interviews and reports, along with insights gleaned from discussion groups at the 2007 SANDF Women’s Day Conference to identify the progress of, and challenges to the SANDF in improving the gender balance in its peacekeeping activities. These initial research findings form part of a larger project on South African involvement in peacekeeping, focusing in particular on the status, position and role of women decision-makers and peacekeepers. Problems encountered by women peacekeepers and the challenges faced by the SANDF are not unique and the recommendations may therefore be of relevance beyond South Africa, particularly to those African countries across the continent attempting to attract more women into, and mainstream gender in the military and PSOs.

The cultural politics of female sexuality in South Africa

Sexual identity has emerged into the national discourse of post-apartheid South Africa, bringing the subject of rights and the question of gender relations and cultural authenticity into the focus of the nation state’s politics. This book is a fascinating reflection on the effects of these discourses on non-normative modes of sexuality and intimacy and on the country more generally. While in 1996, South Africa became the first country in the world that explicitly incorporated lesbian and gay rights within a Bill of Rights, much of the country has continued to see homosexuality as un-African. Henriette Gunkel examines how colonialism and apartheid have historically shaped constructions of gender and sexuality and how these concepts have not only been re-introduced and shaped by understandings of homosexuality as un-African but also by the post-apartheid constitution and continued discourse within the nation.
