Eritrean independence under the Eritrean People's Liberation Front (now the People's Front for Democracy and Justice) became an international cause celebre during the 1980s. Eritrea was the first African nation to gain independence in the post-colonial period and appeared to be opening a new and progressive path in African politics. But the promise of the revolution was soon betrayed by the outbreak of war with Ethiopia, the PFDJ's increasingly repressive domestic policies, its mismanagement of the country's economy, and its hostile relations with its neighbours.The PFDJ government dismantled existing formal and informal institutions, crippled the private sector, banned private newspapers, civil and political society organisations, expelled international NGOs and aid agencies when over two-thirds of the population were dependent on food aid, detained without trial journalists, thousands of dissidents, and former leaders of the liberation struggle, and turned national service from an instrument of nation building and national integration into an instrument of open-ended forced labour.In this well-researched first account of post-independence Eritrea, Gaim Kibreab gives a detailed and critical analysis of how things went woefully wrong and how the former 'liberators' turned into oppressors with no respect for the rule of law, human rights and religious freedom. The ANC underground in South Africa

It is commonly held that the ANC -after its banning in 1960 and the imprisonment of its leaders - largely disappeared off the face of South Africa until public support for it revived in the wake of the Soweto uprising of 1976. This book takes issue with that view. Drawing  on substantial oral testimony, Raymond Suttner develops a convincing case that internally based activist, sometimes working independently of the ANC in exile and sometimes in combination, were able to reconstitute networks within South Africa after the organisation's banning. He discusses the broad features of their secret  underground work, the impact it had on their personal lives, and the opportunities that were presented for both bravery and abuse. One of the distinctive features of his approach is its treatment of such illegal activity through a gendered lens. Suttner concludes by exploring the dominant position which the ANC had established by the 1970s (partly through underground activity), enabling it to become the prime political beneficiary of the Soweto uprising and ultimately creating the conditions for a negotiated settlement in South Africa. State recognition of traditional authority in Mozambique : the nexus of community representation and state assistance

How should the Mozambican traditional leaders' double role as community representatives and state assistants be captured? This discussion paper addresses some fundamental questions pertaining to the 2002 official recognition of traditional leaders as community authorities. After a brief history of the changing role of, and faith in, traditional authorities as a basis for understanding the importance of their recent official recognition, the paper outlines the key objectives of the Decree 15/2000 that officially recognises community authorities. Some of the key concepts underpinning the Decree are then critically assessed. It is argued that the double role that community authorities are expected to fulfil as both community-representatives and state-assistants is not equally balanced in the Decree: the scale tips heavily towards the state-assistance aspect. The reasons for this are explored in the context of a set of reified notions underpinning the Decree, such as its understanding of 'traditional rules' and the concept of 'community'. The paper concludes by pointing out some unintended con-sequences of these reified notions for kin-based forms of community authority and especially for the ideal of community participation.

Media, public discourse and political contestation in Zimbabwe

The current situation in Zimbabwe under the ZANU-PF government shows increasing signs of abuse of power by those in political control. They also direct their desire to suppress criticism towards the media. Press organs in private ownership have been closed down and journalists have been physically harassed, arrested and expelled. Laws are abused to regulate and manipulate public opinion by a policy of banning. Worldwide condemnation of the growing restrictions upon the freedom of expression goes hand in hand with the protests inside the country against the growing tendencies of totalitarian rule. Current events are critically reflected upon and the background to these developments is summarised in this publication. It is based on some of the contributions to a recent conference on Zimbabwe organised by the Nordic Africa Institute and offers insights into the contested space of public opinion in Zimbabwe. The critical analyses of current developments are there-by complemented with particular reference to the media sector in the ongoing battle for hegemonic control over the public sphere.

Contentious politics, local governance and the self : a Tanzanian case study

The Governance Agenda is the framework that currently organises the West’s relations with Africa. The present work is an attempt to see Governance through the lens of a contemporary, local history. The report analyses three periods of contentious politics at local level in Tanzania and two multi-party elections. It provides a window on mismanagement in local government, it examines the intervention by national and local elites in district conflicts, and it points to the difficulties ordinary people face in holding their leaders to account. The argument of the report is that current approaches to the study of Governance overlook an essential ingredient for its potential success: namely, the sociological conditions in which forms of collective action conducive to improved political accountability become possible at a grassroots level. The analysis aims to show that economic diversification and multiple livelihoods have given rise to a reticular social structure in which individuals find it difficult to combine to hold their leaders to account. People have fragmented identities formed in networks of social relations, which impedes the emergence of strong collective identities appropriate to effective social movements.

A Consultative Workshop on "Regional Integration in Africa" was organised by and at the Nordic Africa Institute on March 8 and 9, 2001. The contributions compiled in this volume were related to this policy oriented but academic endeavour. They identify and review current issues of regionalism and regional integration within the era of globalisation in the African context. Their approaches present different theoretical and regional perspectives which provide new insights, challenge existing concepts and perceptions and contribute to an enriched debate.

Constitutionally Ethiopia is a federal democratic state although in practice it is dominated by one political coalition. The opposition parties claim they have no chance of challenging the incumbent. The rural majority, as ever, feel controlled from above, unable to influence political decisions. Observers describe elections as manipulated and non-representative of the will of the people for whom the word "democracy" frequently appears to be synonymous with domination and coercion. Democracy is a concept reflecting European philosophies, struggles and concerns. Many Ethiopian ethnic groups have traditions which may offer more satisfactory and culturally acceptable foundations for a "sovereignty of the people" through time-honoured ways of voicing political ideas, ironic observations and vital interests. In line with modern urban life Ethiopians also organise and express their interests in non-governmental organisations, the independent press and advocacy groups representing political and social alternatives. The contributors to this book analyse the democratic potential of these movements and practices, their ability to give a voice to the view from below and their potential contribution to a more genuine participation by the majority of Ethiopians in democratic decision making and bringing the sovereignty of the people a step closer to reality.

Post-conflict African states such as Sierra Leone, face critical challenges as they embark on the complex tasks of reconciliation, peace and the rebuilding of war-torn societies. Conflict transformation ultimately depends on the democratisation of society, in ways that promote equitable inclusiveness in the political process, social justice and the promotion of citizenship rights. This collection of three essays explores the significance of Sierra Leone's 2007 elections in the light of the quest of the people for a democracy that is responsive to social demands, welfare and popular aspirations. This book gives a comprehensive background to the long running conflict on the status of Western Sahara and particularly highlights the question of the territory's natural resources, such as fish, oil and phosphates. The book analyses why this territory, mainly covered by desert and only sparsely populated has since 1976 when the former colonial power Spain left the territory, engaged governments and people, both regionally and internationally, and the implications of its natural resources. The book includes: - a summary of the Western Saharan conflict, by Pedro Pinte Leite, specialist in international law in the Netherlands; - an up-to-date picture of the situation in Western Sahara with regard to natural resources, and the way in which exploitation is taking place, by Toby Shelley, a British journalist; - the UN’s legal opinion from 2002 on exploitation of the natural resources of a Non-Self-Governing Territory written by Hans Corell, former UN Under-Secretary-General for Legal Affairs, the Legal Counsel. Two political views of the conflict are also included. Magnus Schöldtz and Pål Wrange from the Swedish Foreign Ministry elucidate the Swedish Foreign Policy on the Western Sahara Conflict. A statement by Karin Scheele, MEP and President of the Intergroup on Western Sahara in the European Parliament focuses on the economic interests of the parties involved in the conflict. These contributions together with an extended chronology, by Claes Olsson, over the different phases of the conflict form a useful information source for policy-makers, researchers, students and activists interested in or dealing with issues related to the Maghreb framework and in particular the Western Saharan conflict.

This Discussion Paper is another result of the project “Liberation and Democracy in Southern Africa” (LiDeSA), which was coordinated at the Institute between 2001 and 2006. The papers are revised versions of presentations to a Session of the Research Committee “Comparative Sociology” at the XVI World Congress of Sociology held at the end of July 2006 in Durban. They explore the role of opposition parties under different aspects in several East and Southern African countries, which differ according to the socio-political determinants.
