This volume completes the research project on "Liberation and Democracy in Southern Africa" (LiDeSA). It mainly addresses socioeconomic and gender-related issues in contemporary Namibia. Most of the contributors are either Namibian, based in Namibia or have undertaken extensive research in the country. Their interest as scholars and/or civil society activists is guided by a loyalty characterised not by rhetoric but by empathy with the people. They advocate notions of human rights, social equality and related values and norms instead of being driven by an ideologically determined party-political affiliation. Their investigative and analytical endeavours depict a society in transition, a society that is far from being liberated. Not surprisingly, this compilation explores the limits to liberation more than its advances.

The link between security and development has been rediscovered after 9/11 by a broad range of scholars. Focusing on Southern Africa, the Security-Development Nexus shows that the much debated linkage is by no means a recent invention. Rather, the security/development linkage has been an important element of the state policies of colonial as well as post-colonial regimes during the Cold War, and it seems to be prospering in new configurations under the present wave of democratic transitions. Contributors focus on a variety of contexts from South Africa, Mozambique and Namibia, to Zimbabwe and Democratic Congo; they explore the nexus and our understanding of security and development through the prism of peace-keeping interventions, community policing, human rights, gender, land contests, squatters, nation and state-building, social movements, DDR programmes and the different trajectories democratization has taken in different parts of the region.

This book describes the history and challenges facing Tanzania through the voices and memories of Tanzanians and through their visions and ideas about the challenges Tanzania faces today. It is a story of set backs and disappointments, but also of pride. Among those interviewed are leading politicians, activists and researchers, but also ordinary everyday Tanzanians - farmers, workers, grandfathers and grandmothers, active and retired civil servants - are interviewed. The statements are used thematically in chapters forcusing on the various challenges that have faced Tanzania: from insufficient focus on agriculture to the menace of corruption; from socialism to capitalism and from the role of the family to the importance of religion. There is a strong focus on the limitation of independence. Tanzania is independent, but there is no true independence in a globalized world.

In recent years, China and India have become the most important economic partners of Africa and their footprints are growing by leaps and bounds, transforming Africa's international relations in a dramatic way. Although the overall impact of China and India's engagement in Africa has been positive in the short-term, partly as a result of higher returns from commodity exports fuelled by excessive demands from both countries, little research exists on the actual impact of China and India's growing involvement on Africa's economic transformation. This book examines in detail the opportunities and challenges posed by the increasing presence of China and India in Africa, and proposes critical interventions that African governments must undertake in order to negotiate with China and India from a stronger and more informed platform.

Migration from and within Africa, just like migration elsewhere in the world, often generates anti-immigrant sentiment and ignites heated public debate about the migration policies of the destination countries. These countries include South Africa as well as others outside the continent. The countries of origin are also keen to minimize losses through “brain drain” and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP’s 2009 Human Development Report talks of “win-win-win” solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.

The Mwalimu Nyerere Professorial Chair in Pan-African Studies was established at the University of Dar es Salaam in 2008. The main objective of the chair is to reinvigorate intellectual debate on the campus and stimulate basic research on burning issues facing the country and the continent from a pan-African perspective. This is the first state of the art paper published by the chair. The Agrarian Question in Tanzania. There are about four million peasant families in Tanzania. They farm on the smallest scale, the average farm being two acres in size. The principal agricultural equipmentis the hand hoe. Since the onset of the colonial era, those in authority have pursued policies to dominate the peasantry. It is argued that the small scale of operations has contributed to the widespread poverty among farmers. There is still good agricultural land that is not farmed, but the current land tenure of peasants reproduces itself on new farmland. The conclusion is that in order to accelerate agricultural development, land tenure must be institutionalized.
