Between five lines : the development of ethnicity in Tanzania with special reference to the western Bagamoyo District

The research area of this study was once the focal point of colonial penetration in East Africa. The author traces evolution of ethnicity from the 15th century until the post-colonial period. She argues that ethnic group identification is used as a self-referent. People's perception of the present is a reflection of the colonial practice of dividing people into tribes. Yet, villagers in the Bagamoyo District stress commonality - another dimension of ethnic consciousness.

Traditional methods of land management through rapid change in the name of "development" has led to land degradation. Resettlement during villagisation increased the human and livestock population. The concentration of this increased population into nucleated settlements and the rigid so-called "land-use plans" meant a complete disruption of traditional land management system. This study points towards the need for educational and awareness programmes to go along with policies which have environmental implications.

The book presents five case studies on various donor approaches to the preparation of long-term regional water supply plans in Tanzania and their subsequent implementation (Denmark, Finland, Holland, Sweden and the World Bank). The donor approaches tend to be welfare and control oriented, although to varying degrees. They have been characterized by extensive data collection; detailed pre-implementation planning; none or limited participation of beneficiaries; emphasis on fast implementation of new schemes; and donor bypassing Tanzanian organizations. This has significantly contributed to the non-use of donor-prepared long-term plans, and the non-substainability of donor-financed water schemes.

Industrial development in Tanzania : some critical issues

This study deals with some aspects of industrial development in Tanzania in the two last decades which the authors consider to be especially important. They adress mainly three groups of issues. First, choice and transfer of technology, technology policy, and the problems and implications of economies of scale. Second, the effects of foreign aid on industrial development in Tanzania. And third, the role of agriculture in industrial development. There is also a historical analysis of industrial development since independence and a critical assessment of the basic industry strategy (BIS) which was adopted as Tanzania's official industrialization strategy in 1975.
