China and India, "rising powers" and African development : challenges and opportunities

In this report, the challenges and opportunities arising from the growing ties between two key “Rising Powers,” China and India, and Africa are more fully explored. This trend has given rise to speculative, exaggerated and ideological responses and a mixture of anxiety and hope. What is needed is an interdisciplinary political economy study to investigate the ways in which global, regional and national linkages in the relationship impact on the prospects of sustainable development in Africa. The necessity for this is underscored by the growing influence of the BRICS group (Brazil, Russia, India, China and South Africa) in reshaping the world.In this frame, the focus is on the nature of the shift in China’s and India’s strategic vision of Africa in terms of politics, ideology and economic development. This shift impinges on trade and investment and, in turn, the scope for inducing structural economic change in the context of colonial and postcolonial tensions. Comparative observation of countries in Eastern and Southern Africa, particularly Ethiopia in the former, illustrates their capacity to cope with the new powers. This is a critical aspect of the continent’s complex interplay with states and institutions within and beyond its borders. Ultimately, African nations have to individually and collectively confront the challenges and opportunities stemming from their evolving relationships with these Rising Powers.

The subject of food security and land issues in Africa has become one of increased importance and contention over recent years. Twelve years have passed since the establishment of the Forum on China-Africa Cooperation (FOCAC), an event that marked an important milestone in China-Africa relations. The forum is a platform to promote mutually beneficial South-South cooperation between China and Africa, based on mutual respect and non-interference in the internal affairs of African countries. In its ten year existence, FOCAC has achieved in deepening China-Africa relationsin the economic field. Trade, investment, infrastructure and capacity building have been comprehensively promoted. But as FOCAC prepares to enter the second decade, a number of steps must be taken by Chinese and African partners to improve the current institutional arrangement by expanding space for private sector and civil society participation in decision-making and by increasing the frequency of follow-up processes to ensure effective implementation of agreed upon targets.

In recent years, China and India have become the most important economic partners of Africa and their footprints are growing by leaps and bounds, transforming Africa's international relations in a dramatic way. Although the overall impact of China and India's engagement in Africa has been positive in the short-term, partly as a result of higher returns from commodity exports fuelled by excessive demands from both countries, little research exists on the actual impact of China and India's growing involvement on Africa's economic transformation. This book examines in detail the opportunities and challenges posed by the increasing presence of China and India in Africa, and proposes critical interventions that African governments must undertake in order to negotiate with China and India from a stronger and more informed platform.

Chinese medical cooperation in Africa : With special emphasis on the medical teams and anti-malaria campaign

Medical cooperation between China and Africa started in 1963 when China sent its first medical team to Algeria. With the increase in China’s power and the implementation of the “going-out” strategy, China’s policy towards Africa has become a focus of the international community, while for China, South-South cooperation has become more significant. Cooperation in the medical field is a typical element in South-South cooperation and is an important part of China’s official development assistance (ODA). It includes Chinese medical teams, the anti-malaria campaign, training African medical personnel, China-supported medications, facilities and hospitals in Africa, and Chinese medical cooperation with WHO and other international institutions in Africa. The dispatch of Chinese medical teams by the government is one of the most enduring and effective forms of cooperation in Africa. This paper studies the medical cooperation between China and Africa, with special emphasis on Chinese medical teams and anti-malaria efforts, especially after the China-Africa Summit in 2006.
