Re-living the second Chimurenga : memories from the liberation struggle in Zimbabwe

Fay Chung grew up in a Chinese family in Rhodesia in the 1950s and 1960s. She studied education and literature, and became a lecturer at the University of Zambia in the early 1970s. In Zambia, she joined the Zimbabwe African National Union (ZANU), and took part in the radicalisation of the nationalist rising, which led to Zimbabwe's independence in 1980. The memoirs of Fay Chung give an inside view of the divisions within ZANU during the late 1970s. She witnessed the change of leadership from Sithole to Mugabe, experienced the tensions between politicians and military leaders, as well as the rise and fall of the vashandi movement, which tried to change the direction of ZANU in a more socialist direction. Within ZANU, Fay Chung was prominent in preparing educational reform, and after Independence worked for the Zimbabwean Ministry of Education and Culture - eventually as Minister. Her memoirs describe the efforts to extend access to education and to bring ‘education-with-production’ principles into school curricula. Fay Chung also reflects on the ongoing crisis in Zimbabwe. While regretting the violence, she is critical of the new democratic opposition, and supports Robert Mugabe's 'Third Chimurenga' as a return to the objectives of land reform and economic justice, which she sees as the 'heartblood' of the liberation struggle. This is an account, which will be certain to provoke many readers, and which will stimulate discussions both within Zimbabwe and abroad. This edition includes an introduction by Preben Kaarsholm, which situates Fay Chung's narrative in the context of ongoing debates about Zimbabwe.

The link between security and development has been rediscovered after 9/11 by a broad range of scholars. Focusing on Southern Africa, the Security-Development Nexus shows that the much debated linkage is by no means a recent invention. Rather, the security/development linkage has been an important element of the state policies of colonial as well as post-colonial regimes during the Cold War, and it seems to be prospering in new configurations under the present wave of democratic transitions. Contributors focus on a variety of contexts from South Africa, Mozambique and Namibia, to Zimbabwe and Democratic Congo; they explore the nexus and our understanding of security and development through the prism of peace-keeping interventions, community policing, human rights, gender, land contests, squatters, nation and state-building, social movements, DDR programmes and the different trajectories democratization has taken in different parts of the region.

It was a widely dominant perception until the early 1990's that African rulers do not vacate their office alive. But even in the brutal reality of African politics, transition takes place and different former presidents have dealt with how to maintain power and privilege very differently. With new case studies examining the post-presidential years of the iconic Mandela in South Africa, Daniel arap Moi in Kenya, Nyerere in Tanzania, Rawlings in Ghana, Charles Taylor in Liberia, as well as the experience of Botswana, Zambia, Namibia, Zimbabwe, Uganda, Malawi, and Nigeria, this volume examines the dilemmas which demands for presidential transitions impose upon incumbent rulers and analyses the relationships which are evolving between new regimes and their predecessors. This article analyses current trends in the struggle for democracy in Africa, including the role of social movements. Such movements found early expression in the anti-colonial movement, while recent uprisings in Tunisia and Egypt are reminiscent of the second liberation struggles of two decades earlier. The article undertakes a critical evaluation of emerging democratic forces in Africa, arguing that such a review is vital to the analysis of the trends in the struggles for people power, and explores strategies for avoiding the pitfalls that undermined earlier waves of democratisation in the continent, particularly that of the 1990s when initial euphoria led to uncritical acceptance of movements that were later found to be opportunistic and undemocratic. The article concludes by examining the conditions under which an ‘emanicipatory’ African national democratic project—defined by an increase in people's participation in authoritative resource allocation—can be initiated and sustained in the face of a deepening crisis of the current neoliberal world order.

From Zaire to the Democratic Republic of the Congo

This paper examines the political and social situation in the DRC since May 1997, together with the prospects for a successful political and social transition. Consistent with the deepest aspirations of the Congolese population, such a transition will succeed if it involves an irreversible development towards multiparty democracy and the full utilisation of the country’s immense resources for economic and social development. In other words, a successful transition is one in which basic freedoms and liberties will be guaranteed through democratic governance and the rule of law, with tangible improvements in living conditions.

A report from the Land Commission in Tanzania with the commission’s recommendations on land policy and land tenure structure. It consists of five parts; in the first the existing legal position is stated and discussed, in part two recommendations on a new land tenure structure are made, in part three some of the existing statutory law on land is reviewed, and suggestions on amendment are made, part four addresses the question of gender inequality in reference to inheritance, and part five looks at “Conservation, Environment and Habitat”.
